To apply use a slightly moistened sponge or brush, rub the applicator against the surface of the cake and then apply. To wash off use a soapy cloth or sponge to loosen the pigments and then rinse with warm water; repeat if necessary. We sell products globally, but in the USA and Europe, Neon colors, like in other brands, are made with pigments that have not been approved by the US regulator to be used on cosmetics (they have not tested them yet for cosmetic use) but they have been independently tested and have been determined safe for cosmetic use by independent laboratories. Following regulator's guidelines these colors are labeled as follows: Special FX Product - Prosthetic Paint (for professional use only) - Not a cosmetic Product. Apply product to prosthetic appliances, bald caps, clothing, etc to create a glowing effect that will be even brighter under black light.
